600 delegates, more than 100 countries: Baku strengthens international security dialogue
The modern world has entered a phase of rapid, extremely complex, and often unpredictable transformations.
The erosion of former institutional mechanisms taking place before our eyes, the intensification of geopolitical rivalry, and the deep crisis of trust among key international players pose a fundamental question to humanity: how can stability be preserved at a time when traditional deterrence systems are failing? In this environment, ensuring national security and maintaining international stability become not merely a priority, but a fundamental and urgent condition for the survival of states. Responding to challenges of such magnitude requires flexible, unconventional approaches and platforms capable of uniting participants despite political differences. Once again, the capital of Azerbaijan has served as such a center of global attraction and coordination of efforts, hosting the IV Baku Security Forum.
Organized by the State Security Service of Azerbaijan, the event on the topic "New Challenges in the Architecture of Global Security and the Formation of Effective Mechanisms of Cooperation against Terrorism" brought together some 600 high-ranking delegates. The uniqueness of this format is hard to overestimate: it brought together in one space the heads and authorized representatives of special services, law enforcement agencies, and international organizations from more than 100 countries of the world. In an era of global fragmentation, holding a meeting of such scale serves as direct evidence of Azerbaijan's high international standing and of the deep trust in the Baku platform. When the top officials of agencies responsible for the holy of holies of their states' national security gather at a single venue, fundamentally different opportunities open up to transform expert discussions into practical, tangible cooperation.
The address of Azerbaijani President Ilham Aliyev to the forum participants gave the agenda particular significance. Analyzing current global processes, the head of state succinctly and precisely characterized the main challenge of our era: "The processes unfolding in the system of international relations, the intensification of geopolitical competition combined with conflicts and confrontations in various regions, have a serious impact on the situation in the sphere of global security. The deepening crisis of trust and the destruction of mutual understanding make the strengthening of national security systems and the preservation of international stability a fundamental and urgent priority for all countries."
A unique format of dialogue: Security without borders and political filters
The scale and threatening nature of contemporary challenges clearly demonstrate that the concept of security today has definitively moved beyond the boundaries of individual states. No country, regardless of its economic potential, military might, or geographical position, is able to effectively counter transborder threats alone. Any hotbed of crisis or tension arising in one region is capable of instantly spreading to others, undermining economic stability, jeopardizing energy and food security, and destroying transport and communication links.
In these realities, the Baku Forum represents a unique international institution ensuring the continuity of sustained dialogue. The main value of the Baku platform lies in its ability to preserve channels of communication and to encourage constructive interaction, setting aside differences in political approaches or the current geopolitical situation. Such an approach is vitally necessary, since international terrorism and extremism are increasingly intertwined with transnational organized crime, illicit trafficking in weapons and drugs, as well as illegal migration. At the same time, the very concept of protection has long gone beyond the external defense of borders: today, a key component of the resilience of states is the security of transport, banking, and energy networks, water resources, and the information space. For this reason, the interconnected risk assessment carried out at the Forum allows countries to act preventively, ensuring a qualitatively different level of operational readiness in the face of local crises escalating into global threats.
A vivid confirmation that the Baku platform has turned into an effective instrument of direct dialogue despite the complex geopolitical situation was the participation in the forum of the head of Armenia's Foreign Intelligence Service, Kristine Grigoryan. This positive step clearly demonstrates that the Baku Forum is able to serve as a reliable space for building bridges, where professional channels of communication and issues of regional stability are placed above political disagreements. The participation of the Armenian side in such a responsible event creates a constructive precedent for strengthening mutual trust and seeking joint responses to common transborder threats in the region.
A technological breakthrough: A new dimension of the fight against terrorism
A special place in the focus of the Forum participants' attention is occupied by the problem of the rapid technological renewal of destructive forces. Global competition for cyber capabilities, artificial intelligence, and space systems is intensifying in the world, yet technological progress gives rise not only to new benefits but also to serious risks. Serious concern is caused by the way technological achievements are being actively adopted by international terrorist networks.
In his address, President Ilham Aliyev separately emphasized the danger of the digitalization of threats: "Serious concern is caused by the use of modern technologies and new opportunities to expand the scale of terrorist activity. The abuse of digital capabilities, including artificial intelligence, creates significant obstacles to the effectiveness of counterterrorism efforts, contributing to the spread of radical ideas, the expansion of financial sources available to terrorist networks, and the recruitment of new accomplices."

That is precisely why the key task becomes strengthening mutual trust and intensifying the exchange of operational data between special services, since practice convincingly shows that partnership relations based on open and reliable dialogue make it possible to flexibly and effectively suppress even the most complex transborder threats.
The Baku initiative: Uniting efforts for the sake of a safe future
The foundation of the Baku Security Forum was laid on the initiative of the leadership of the Azerbaijani state, and the fact that since 2023 its geography and representation have been steadily growing vividly reflects the strengthening of the country's international positions. Located at the junction of regions, Azerbaijan attaches particular importance to promoting dialogue on security issues at various international and regional venues, acting as a reliable and predictable partner.
Defining our country's strategic approach to building a new security architecture, Ilham Aliyev emphasized: "A well-considered security system rests not only on countering current threats and eliminating their consequences but, most importantly, on the ability to foresee risks and prevent them in a timely manner. Therefore, it is especially important to strengthen mutual trust between states, develop professional ties between security agencies, and increase the effectiveness of data exchange."
At a time when the growth of arms spending and unceasing conflicts have a destructive impact on regional processes and global stability, Azerbaijan offers a clear alternative — the expansion of mutually beneficial cooperation and the strengthening of trust between states. Holding the Baku Forum creates real conditions for identifying concrete areas of joint action, forming a solid foundation for transforming discussions into practical mechanisms for countering common risks.
The results of the IV Baku Security Forum will undoubtedly become a new impetus for a deep understanding of contemporary global challenges and for strengthening ties between the special services of dozens of countries. Developing flexible approaches to neutralizing cyber threats, developing professional ties, and increasing the effectiveness of information exchange — all of this is a direct contribution to creating a more stable, safe, and predictable world for future generations. The Baku platform has once again proved that in the face of global threats it is precisely united efforts and mutual trust that remain the only reliable shield of international security.
