Ilham Aliyev Accuses Russia of Three Attacks on Azerbaijan’s Embassy in Ukraine

President of Azerbaijan Ilham Aliyev has stated that Russia attacked the Azerbaijani embassy in Kyiv three times, calling it a "deliberate attack" on a diplomatic mission.

Ilham Aliyev participated in a panel discussion at the Munich Security Conference. He was asked whether he had raised the issue with Vladimir Putin regarding Russia’s attacks on Ukraine, which have also affected energy facilities owned by Azerbaijani companies.

The President of Azerbaijan responded that this issue "has been raised multiple times during numerous contacts between officials at the level of foreign ministries and presidential administrations." He noted that in addition to attacks on Azerbaijani energy infrastructure, there were also three attacks on the Azerbaijani embassy in Ukraine:

"After the first attack, we could assume it was an accident, and we provided our Russian colleagues with all the coordinates of Azerbaijan’s diplomatic missions, including the consular department, our cultural centers, and the embassy. Despite all this, two more attacks followed. So, this was a deliberate attack on Azerbaijan’s diplomatic mission."

According to Ilham Aliyev, the Azerbaijani side can only act through diplomatic means and has taken all necessary steps, "but, of course, this is considered an unfriendly act toward Azerbaijan."

In July 2025, Russia launched a missile strike on buildings in the area adjacent to the Azerbaijani embassy in Kyiv—there were casualties and injuries, though not within the diplomatic mission itself.

A month later, on the night of August 28, during a Russian attack on Kyiv, the Azerbaijani embassy building sustained damage from the blast wave of a missile explosion. Some windows in the building were shattered, and cracks appeared on the roof of the consular department.

Later, the embassy building was damaged by falling debris during a Russian attack on the night of November 14.
