UN adopts Azerbaijan’s resolution on transparent public services

In Geneva, during the 61st session of the UN Human Rights Council, a resolution titled "Promoting human rights and Sustainable Development Goals through transparent, accountable, and effective delivery of public services" was unanimously adopted at the initiative of Azerbaijan, according to the press service of the Azerbaijani Ministry of Foreign Affairs.

Alongside the main co-author countries—Turkey, Georgia, Ecuador, Kenya, Malaysia, and Thailand—member states of the European Union, the United Kingdom, Canada, Japan, Australia, Brazil, Ethiopia, as well as several other states representing Africa, Asia, and the Americas, joined the resolution as co-authors in their national capacity. Additionally, member states of the Organization of Islamic Cooperation joined as co-authors in a group format.

The purpose of proposing this resolution is to promote within the UN system the principle of "transparent, accountable, and effective delivery of public services," based on the concept of "ASAN Xidmət," which has become one of Azerbaijan’s most significant achievements in the fight against corruption and has evolved into an international brand for the country.

The adopted resolution emphasizes the importance of effective public services in protecting and promoting all human rights, as well as in implementing the UN Agenda for Sustainable Development.

The resolution highlights the crucial role of digital technologies and artificial intelligence systems in preventing and combating corruption, ensuring equal access to public services for all segments of the population, and the significance of public services in the context of disaster preparedness, response, and recovery efforts.

The document recognizes the "UN Public Service Award," which "ASAN Xidmət" received in 2015, as the most prestigious global award in the field of public service delivery, and calls on UN structures and other international organizations to continue encouraging and rewarding successful experiences in this area.

Additionally, the resolution includes a decision to hold a panel discussion during the 65th session of the Human Rights Council on the role of public service delivery (including in the contexts of disaster preparedness, response, and recovery) in promoting and protecting human rights, as well as in achieving the Sustainable Development Goals.

The adoption of this resolution, based on the similarly titled resolutions No. 37/7 and No. 52/8, previously adopted by consensus in the UN Human Rights Council in 2018 and 2023 at Azerbaijan’s initiative, along with the large number of states joining as co-authors, serves as a clear demonstration of the international community’s support for Baku’s positive experience and its leading role on the global stage in the field of transparent, accountable, and effective public service delivery.
