August 21 is observed annually as the International Day of Remembrance of and Tribute to the Victims of Terrorism.

This day was established on the basis of a resolution of the General Assembly of the United Nations (UN) adopted on December 19, 2017.

The International Day of Remembrance of and Tribute to the Victims of Terrorism is intended to honor the memory of the thousands of innocent people who have suffered, been injured, and died as a result of terrorist acts, to support the survivors, and to protect their rights.

The UN notes that terrorist acts promoting various kinds of ideologies of hatred annually cause the deaths, injuries, and suffering of thousands of innocent people: “Despite international condemnation of terrorism, victims of terrorism and survivors often face difficulties related to protecting their rights, and their voices frequently go unheard. After the first wave of a terrorist attack subsides, victims often feel forgotten and neglected, which leads to severe consequences for them. Only a small number of UN member states have the resources or capacity to meet the medium- and long-term needs of victims of terrorism that are necessary for their full recovery, rehabilitation, and reintegration into society. Most victims can overcome and cope with the consequences of trauma only thanks to long-term and multifaceted assistance, including physical, psychological, social, and financial support.”

Supporting victims of terrorism and protecting their rights is a primary responsibility of member states. “The UN plays an important role in supporting member states in implementing the Global Counter-Terrorism Strategy, demonstrating solidarity with victims of terrorism and providing them with support, promoting capacity building, the creation of networks, support for civil society organizations, especially victims’ associations, and encouraging member states to promote, protect, and respect the rights of victims of terrorism. The UN provides member states and victims’ associations with technical assistance and support in strengthening capacity to more effectively meet the needs of victims of terrorism,” the organization’s statement says.
