Strong state and strong leader: the choice of Azerbaijani society
Results of a sociological study released by the Media Development Agency of the Republic of Azerbaijan (MEDİA) recorded an unprecedented level of consolidation of Azerbaijani society around state power.
Published figures and analytical conclusions reflect not merely momentary electoral sentiments but a fundamental public consensus that has formed in the country over recent years. According to the report, respondents’ level of trust in President Ilham Aliyev reached 87.7 percent, one of the highest indicators of political legitimacy in contemporary world practice. At the same time, 93.6 percent of surveyed Azerbaijani citizens assess the head of state’s activity exclusively positively, and 81.9 percent of respondents describe him as the absolutely irreplaceable political leader of the country. Amid the profound transformation of the global security architecture and growing turbulence on the international stage, these indicators demonstrate the mental and political maturity of Azerbaijani society, which has made a conscious choice in favor of stability and strong presidential power.
The phenomenon of such large-scale public support is rooted in citizens’ deep understanding of the nature and vectors of the state course being pursued. The key reason for the high trust ratings is President Ilham Aliyev’s wise, balanced, and deeply far-sighted domestic and foreign policy. In the eyes of citizens and the international community, he embodies a statesman of a new formation possessing strategic vision and the ability to make tough but necessary decisions at turning points in history. This high authority long ago transcended the geographic boundaries of the South Caucasus. The President of Azerbaijan is perceived globally as a strong, decisive leader whose word carries real weight in world geopolitics. The respect with which leading world leaders treat the head of Azerbaijan evokes in citizens a sense of national pride, reinforcing their faith in the correctness of the chosen state course.
The internal basis of this success rests on the comprehensive and dynamic development of the Republic of Azerbaijan, which over recent decades has made a powerful economic leap. The country has completely freed itself from external financial dependence, transforming into an economically self-sufficient state with diversified resources, developed infrastructure, and powerful industrial potential. In parallel with economic sovereignty came the systematic and planned construction of modern Armed Forces, which in terms of technical equipment, combat training, and morale have entered the ranks of the world’s best armies. MEDİA surveys confirm that citizens highly value this self-sufficiency, understanding that without a strong economy and a powerful defense shield it is impossible to guarantee the state’s independence in the modern world.
The global and historic outcome of this many years of work was the triumphant victory in the 44-day Patriotic War, which led to the complete restoration of Azerbaijan’s territorial integrity and absolute sovereignty over its entire internationally recognized territory. This event became a turning point in the history of the Azerbaijani people, finally eliminating the thirty-year injustice and trauma of occupation. This historic mission has forever secured Ilham Aliyev’s name among Azerbaijan’s greatest figures.
It was precisely the elimination of the Karabakh knot and the liberation of native lands that became the main trigger for the formation of those 81.9 percent of citizens who today call the incumbent president the sole and irreplaceable leader of the nation capable of leading the country forward.

Azerbaijan has thereby secured the status of the undisputed leader and leading state of the South Caucasus. Today Baku conducts an absolutely independent foreign policy, has a weighty and authoritative voice at the global level, and takes a principled, firm position on all key issues of the international agenda. The republic’s high international authority enables it to successfully implement large-scale transregional energy and transport projects, acting as a key bridge between East and West. Society sees that Azerbaijan is taken into account, its interests are respected, and attempts at external pressure invariably founder on the firm position of the country’s leadership.
In an era when the planet is shaken by large-scale geopolitical crises, armed conflicts, civil confrontations, and economic upheavals, Azerbaijan remains an island of stability and security. Ensuring peace, law and order, and interethnic accord at the highest level inside the country is a direct achievement of Ilham Aliyev’s state model.
Azerbaijani citizens acutely feel this contrast against the backdrop of alarming world news and highly value the fact that peace and confidence in the future reign in their homes.
