Azerbaijan's state budget revenues and expenditures in 2027: what will change

In 2027, state budget revenues are forecast at 39 billion 234 million manats, which is 625 million manats, or 1.6 percent, more than the approved figure for this year and 49.4 million manats, or 0.1 percent, more than last year's execution figure.

As AZERTAC reports citing the Ministry of Finance, state budget expenditures next year are forecast at 42 billion 400 million manats, which is 696.4 million manats, or 1.7 percent, more than the approved figure for this year, and 3 billion 795.4 million manats, or 9.8 percent, more than last year's execution figure.

In 2027, the state budget deficit is forecast at 3 billion 166 million manats (2.2 percent of GDP), which is 71.4 million manats, or 2.3 percent, more than the approved figure for this year.

In 2027, based on an average annual crude oil sales price of 65 U.S. dollars per barrel, state budget revenues are envisaged at 27.8 percent of GDP, that is, 39 billion 234 million manats. Of this amount, 39.5 percent, or 15 billion 480 million manats, accounts for the oil and gas sector, while 60.5 percent, or 23 billion 754 million manats, accounts for the non-oil and gas sector.

In 2027, revenues through the State Tax Service will make up 47 percent of state budget revenues, or 18 billion 430 million manats, which is 1 billion 520 million manats, or 9 percent, more than this year's approved figure and 2 billion 74.8 million manats, or 12.7 percent, more than last year's execution figure. Of the revenues through the State Tax Service, 80.6 percent, or 14 billion 850 million manats, accounts for the non-oil and gas sector, while 19.4 percent, or 3 billion 580 million manats, accounts for the oil and gas sector.

Revenues through the State Customs Committee of the Republic of Azerbaijan are envisaged at 6 billion 865 million manats, which is 3 million manats more than the approved figure for this year and 495.1 million manats more than the actual figure for last year.

Along with this, next year 11 billion 900 million manats, or 30.3 percent, of state budget revenues will come from a transfer from the State Oil Fund of the Republic of Azerbaijan, 855 million manats, or 2.2 percent, from dividends from enterprises in whose charter capital the state holds a stake, 599 million manats, or 1.5 percent, from extrabudgetary revenues of budget organizations, and 585 million manats, or 1.5 percent, from other revenues.

Of the state budget expenditures forecast for 2027 in the amount of 42 billion 400 million manats (30.1 percent of GDP), 26 billion 400 million manats, or 62.3 percent, will be directed to current expenditures, 13 billion 800 million manats, or 32.5 percent, to capital expenditures, and 2 billion 200 million manats, or 5.2 percent, to expenditures related to servicing state debt and obligations.
