Lavrov: US has not responded to Russia's readiness to allocate $1 billion for Gaza reconstruction

Russia agreed almost a year ago to allocate $1 billion from its gold and foreign exchange reserves frozen in the United States for the reconstruction of the Gaza Strip, but has not yet received a response to its proposal.

This was stated by Russian Foreign Minister Sergey Lavrov during an ambassadorial round table on the situation around Ukraine.

Lavrov recalled that after the adoption in November 2025 by the UN Security Council of a resolution on the creation of a Peace Council, Russian President Vladimir Putin officially notified the US leadership of Moscow's readiness to transfer $1 billion from the frozen gold and foreign exchange reserves in the US, amounting to several billion dollars, free of charge for the reconstruction of Gaza.

“Almost a year will soon pass, but we still have not received any response,” Lavrov stated. “The question arises whether those who are promoting this plan are interested in receiving resources for the reconstruction of Gaza, or whether the entire sector is planned to be given over to the creation of a riviera, as many often say.”

“As for Palestine, we should all be ashamed. I will say so, because the efforts made over many years aimed at removing Palestine from the priorities of the world community, unfortunately, are yielding results,” Lavrov summarized.
