France recognizes country's unpreparedness for new climate realities

France is not ready for current climatic conditions; its infrastructure and economy were created for a different climate, the French high council on climate acknowledged amid record heat.

"Infrastructure, territorial planning and economic activity in France were designed for a climate that no longer exists," climate council experts said in their report.

France's infrastructure, the report states, is not adapted to the new temperatures: buildings, roads and water supply systems cannot withstand prolonged heat and drought, leading to disruptions in agriculture and transport. The authorities rely on piecemeal solutions that merely postpone risks but do not eliminate the causes.

The report notes that the country is entering a danger zone. Emission reductions are proceeding too slowly, at only 2.1 percent per year, although at least 4 percent is needed, and global warming is being felt. In addition, there is a noticeable lack of funds for adaptation, and temporary measures do not solve the problem.

The council insists, in particular, on revising urban development rules and introducing strict requirements in the field of labor protection. Within six months the government must respond to the 82 recommendations of the high council.

France, like a number of other European countries, has been gripped by abnormal heat in recent weeks. At the end of June the country's meteorological service introduced the highest level of weather danger because of it in 72 of 96 departments. This became a new record. Temperatures approached 40 degrees and in some places even exceeded it.
