Hikmet Hajiyev: Amending Armenia's Constitution is the last step toward a peace agreement
Azerbaijan is awaiting only one last step — amendments to Armenia's Constitution concerning territorial claims against Azerbaijan — after which a final peace agreement will become a reality.
According to Report, this was stated by Hikmet Hajiyev, Assistant to the President and Head of the Foreign Policy Affairs Department of the Presidential Administration of Azerbaijan, at the CAMCA Regional Forum 2026 in Baku.
According to him, peace and security have been established in the South Caucasus, but it is important to ensure their sustainability.
He noted that the Armenian-Azerbaijani conflict, which lasted for many years, had been settled and that Azerbaijan demonstrated strategic patience and leadership.
"We have always said that we won the war, but it was important to do one more thing — to win the peace. This was indeed an extremely difficult task that required strategic thinking, patience, and the president's leadership," the presidential assistant emphasized.
According to Hajiyev, peace de facto exists in the region now.
"As President of Azerbaijan Ilham Aliyev said, we are living in conditions of peace and are even learning to live in conditions of peace. From the first days of our independence, we did not have sufficient peace on our land. But now we are working hard, and today peace de facto exists in the region. However, peace must not remain only on paper," he noted.
H. Hajiyev added that, for the final conclusion of the peace agreement, the relevant amendments to Armenia's Constitution are expected.
"We are awaiting only one last step — amendments to Armenia's Constitution concerning territorial claims against Azerbaijan. After that, I think, a final peace agreement will become a reality," he said.
