Flexible schedule in Azerbaijan: list of spheres and categories of workers
The “Action Plan for the Implementation of the Employment Strategy of the Republic of Azerbaijan for 2026-2030” provides for the formation in our country of a flexible working time regime model based on international experience.
According to the international experience of the International Labour Organization (ILO) and other advanced practices, the flexible working time regime is a form of labor organization that gives the employee the opportunity to freely choose the start and end times of the working day within certain limits, provided that the established total working time norm (40 hours per week) is maintained. This model serves to increase efficiency in labor relations, ensure a balance between work and personal life, and raise labor productivity.
This was stated in response to an AZERTAC inquiry by the public relations department of the Ministry of Labor and Social Protection of the Population.
It was noted that in international practice the flexible working time regime is usually applied on the basis of the principles of core (mandatory) working time, flexible arrival and departure intervals (for example, 06:00-10:00, 15:00-20:00) and the invariable observance of the total working time norm. At the same time, specific working time frames and application mechanisms are determined taking into account the national legislation and labor market characteristics of each country.
This work regime is considered most favorable in such spheres as information technology, finance, education, administrative and analytical areas of public administration, as well as for parents with young children, persons with disabilities, students, and employees working in remote or hybrid formats. In spheres with continuous activity, the application of the flexible working time regime is carried out on the basis of special regulatory mechanisms.
In accordance with the performance indicators provided for in the mentioned Action Plan regarding the application of the flexible working time regime in our country, during 2026-2030 it is envisaged to study international experience, conduct legal and institutional analyses, prepare and gradually implement drafts of relevant normative legal acts.
