Azerbaijan's Chamber of Accounts granted new powers

The Chamber of Accounts has been granted new powers.

This is reflected in President Ilham Aliyev's Decree on the application of Law of the Republic of Azerbaijan No. 440-VIIQD of July 10, 2026 "On amendments to the laws of the Republic of Azerbaijan 'On the Budget System,' 'On Insurance Activity' and 'On the Chamber of Accounts'" and on amendments to Decree of the President of the Republic of Azerbaijan No. 259 of September 5, 2018 "On the application of Law of the Republic of Azerbaijan No. 1199-VQ of June 29, 2018 'On the Chamber of Accounts.'"

The text of the document has been published on the official website of the President of Azerbaijan.

It provides for granting the Chamber of Accounts powers related to the Nakhchivan Autonomous Republic and insurance secrecy.

The Chamber of Accounts will be able to issue opinions on the draft and execution of the budget of Nakhchivan, as well as on the drafts of relevant laws and annual reports.

In addition, the agency will have powers with respect to the funds of extrabudgetary state funds, targeted state funds, public legal entities in the autonomous republic, loans raised under state guarantee, state grants and technical assistance, as well as the funds of extrabudgetary funds of organizations financed from the budget.

The Chamber will also gain access to information constituting insurance secrecy obtained by professional participants of the insurance market.
