Minister: Baku's position on Armenia's constitution remains unchanged

Azerbaijan is receiving various signals from Armenia regarding the holding of a referendum and the introduction of changes to the constitution, but Baku's position remains unchanged: constitutional changes are necessary for the signing of a peace agreement.

This was stated by Azerbaijan's Minister of Foreign Affairs Jeyhun Bayramov to journalists on the sidelines of the high-level opening of the IV Climate Week (CW4) in Baku.

Bayramov recalled that, according to the joint statement signed in Washington in August 2025, after the initialing of the peace agreement, the steps necessary to complete the process must be taken.

"One of them is the holding of a referendum in Armenia and the introduction of changes to the constitution. We are receiving various signals from Armenia on this issue. Prime Minister Nikol Pashinyan is also making new statements regarding the plans. Our position remains unchanged. These steps are necessary for the signing of the peace agreement," the minister emphasized.

Bayramov also noted that Azerbaijan, for its part, has taken important steps to advance the peace process with Armenia.
