Trial in the case of Ramiz Mehtiyev begins at the Baku Court on Grave Crimes
The trial in the case of former head of the Presidential Administration Ramiz Mehtiyev begins today at the Baku Court on Grave Crimes.
As Report informs, the preparatory hearing in the criminal case is expected to be held under the chairmanship of Judge Murad Aslanov.
It should be recalled that the criminal case against Ramiz Mehtiyev was initiated at the State Security Service in October 2025.
The agency reported that citizens of the Republic of Azerbaijan — Ramiz Enver oglu Mehtiyev, Abbas Aydin oglu Abbasov, Ali Amirhuseyn oglu Karimli and others — were detained as a result of comprehensive measures taken by the SSS to prevent provocative and subversive actions by foreign intelligence agencies against the security, national interests and welfare of Azerbaijan.
Under the same criminal case, former employee of the Presidential Administration Eldar Amirov was also detained in November 2025.
According to the indictment, Abbas Abbasov and Rustam Ibragimbekov, who were co-founders and heads of the organization "Union of Azerbaijani Organizations of Russia" ("Union of Billionaires"), registered abroad on July 4, 2012, as well as Ramiz Mehdiyev, Ali Karimli, members of his party Fuad Gahramanly, Ganimat Zahidov and other persons, conspired with the aim of forcibly seizing power and changing the existing constitutional order of the state. It is also noted that the "Union of Billionaires" was created by foreign intelligence agencies directly to interfere in political processes in Azerbaijan.
In addition, in August-September 2025, Ramiz Mehtiyev, through his assistant Eldar Amirov and other persons, presented to Ali Karimli a written material prepared in a foreign language under the title "Proposals on the reorganization of the system of state governance," containing a secret plan and directions of activity against state power, with the aim of coordinating it. Subsequently, on October 3, 2025, the final edited copy of the said document was sent through employees of "Sharg-Garb" OJSC, and the said dispatch was recorded technically.
Ramiz Mehtiyev was found guilty of high treason for acts aimed, in conspiracy with the aforementioned persons, at seizing state power with the help of foreign intelligence agencies and forcibly changing the constitutional order, as well as providing assistance to representatives of a foreign state contrary to the interests of Azerbaijan's state security.
The indictment also states that, in the period up to October 13, 2025, Ramiz Mehtiyev legalized more than 17 million manats of funds obtained by criminal means.
In connection with the said acts, Ramiz Mehtiyev has been charged under Articles 193-1.3.2 (legalization of property obtained by criminal means on a large scale), 274 (high treason) and 278.1 (forcible seizure of power or forcible retention of power, forcible change of the constitutional order of the state) of the Criminal Code.
