KRF and Special Representative of the President of the Republic of Azerbaijan meet with students of Garabagh University in Lachin
On September 23, 2026, the Karabakh Revival Fund, the Office of the Special Representative of the President of the Republic of Azerbaijan in Lachin District, and Garabagh University jointly organized a roundtable discussion on the topic “The Role of Youth in the Liberation and Revival of Garabagh” in Lachin District.
The event, dedicated to the 6th anniversary of Remembrance Day, was attended by Masim Mammadov, Special Representative of the President of the Republic of Azerbaijan in Lachin District; Rahman Hajiyev, Chairman of the Executive Board of the Karabakh Revival Fund; Shahin Bayramov, Rector of Garabagh University; as well as university faculty members and students.
At the beginning of the event, the memory of those who gave their lives for Azerbaijan’s sovereignty and territorial integrity was honored with a minute of silence.
Speaking at the event, Masim Mammadov, Special Representative of the President of the Republic of Azerbaijan in Lachin District, emphasized that the liberation of Garabagh was the result of the consistent policy pursued by the Azerbaijani state over many years, as well as the national solidarity of the Azerbaijani people. He noted that the historic Victory achieved by the Azerbaijani Army under the leadership of President of the Republic of Azerbaijan and Victorious Commander-in-Chief Ilham Aliyev during the 44-day Patriotic War not only restored the country’s territorial integrity, but also laid the foundation for a new stage of development in Garabagh.
Masim Mammadov noted that the large-scale reconstruction and development projects currently being implemented in the liberated territories, the return of people to their ancestral lands, and the establishment of a new life there represent a logical continuation of the reconstruction phase of the Victory. He stated that ensuring that people who were once displaced from their homes as a result of the occupation can return to their native lands and live there in safe and modern conditions is one of the important outcomes of the state policy.
The Special Representative emphasized that restoring life in Garabagh is not limited to rebuilding cities and villages, but also means preserving the national and spiritual values of the Azerbaijani people, historical memory, and their connection to their native lands. The resettlement of people in these lands liberated at the cost of the lives of our martyrs, the raising of children here, and the establishment of schools, cultural institutions and social life represent the greatest tribute to the cherished memory of the martyrs.
Masim Mammadov provided information on the reconstruction efforts carried out in cities and villages, the return of residents, and measures aimed at the socio-economic and cultural development of Lachin. He emphasized that the knowledge and skills, initiative and active participation of young people are of particular importance for the sustainable development of Garabagh.
Masim Mammadov noted that the younger generation that liberated Garabagh should also contribute to the revival and future development of these lands in the next stage. In this regard, he emphasized that equipping young people with modern knowledge and developing their professional and creative potential are among the important factors shaping the future of Garabagh.
During his speech, Masim Mammadov expressed his gratitude to the Karabakh Revival Fund for its support of the 1st Lachin International Film Festival and noted the significance of the festival in showcasing the cultural revival of Lachin and establishing the city as an international hub for culture and creativity.
Speaking at the event, Rahman Hajiyev, Chairman of the Executive Board of the Karabakh Revival Fund, recalled that the 6th anniversary of Remembrance Day would be commemorated in the coming days. He stated that the liberation of Azerbaijan’s territories as a result of the historic Victory achieved by the valiant Azerbaijani Army under the leadership of President of the Republic of Azerbaijan Ilham Aliyev during the 44-day Patriotic War created a strong foundation for the revival of Garabagh, as well as for the establishment of lasting peace in the South Caucasus region.
Noting that the revival of Garabagh is not limited to the restoration of infrastructure and that the development of human capital is of particular importance in this process, the Chairman of the Board stated that, alongside large-scale reconstruction efforts being carried out in Garabagh and Eastern Zangazur, important steps are also being taken to promote the region’s socio-economic development and strengthen its human capital. According to him, nurturing educated, professional and enterprising young people is one of the key conditions for the long-term and sustainable development of Garabagh.
Touching upon the reconstruction efforts being carried out in the liberated territories, the Chairman of the Executive Board also spoke about the role of young people, particularly students, in the reconstruction process:
“Today’s students are tomorrow’s professionals, entrepreneurs and investors. By taking on important positions, they will actively participate in the country’s socio-economic life and contribute to the reconstruction of the liberated territories. Therefore, as the Fund, it is very important for us to regularly meet with students and young people and learn about their ideas and proposals.”
The Chairman of the Executive Board also highlighted the Fund’s cooperation with Garabagh University, noting in particular that the Fund’s scholarship programme, which currently covers 50 students, will be expanded further in the future.
Speaking at the event, Shahin Bayramov, Rector of Garabagh University, addressed the university’s role in developing human capital for the future development of Garabagh. He stated that one of the university’s main objectives is not only to provide students with modern and high-quality education, but also to create opportunities for their active participation in the region’s future socio-economic and cultural development. He emphasized that involving students in discussions of this kind provides an important opportunity for them to develop their ideas and initiatives concerning the future of Garabagh.
It should be noted that during the event, a video titled “From Tragedy to Triumph”, dedicated to the reconstruction and development efforts carried out in the liberated territories with the organization and support of the Karabakh Revival Fund, was also screened.
