Azerbaijan and Slovakia approve agreement on the exchange of classified information
The Milli Majlis has approved an agreement on the exchange of classified information between the governments of Azerbaijan and Slovakia.
According to Report, the bill on approving the agreement was submitted for discussion at the first sitting of parliament's fall session.
The agreement was signed on July 8, 2026, in Baku.
The document provides for ensuring the protection of classified information exchanged or created by the parties or by contractors under their jurisdiction.
The levels of secrecy are determined in accordance with the national legislation of the parties. In Azerbaijan, the classifications "of special importance," "top secret," and "secret" are provided for.
Access to classified information is granted only in cases of official necessity to persons who have been instructed on the obligations to protect it and who have signed a nondisclosure agreement in accordance with the legislation of the receiving party.
Classified information is transferred to the receiving party in accordance with the legislation of the transferring party or in another manner agreed upon in writing by the authorized security bodies. The transfer of information in electronic form is permitted only with the use of cryptographic means in accordance with approved procedures. The receiving party confirms receipt of the information in writing.
Upon request, the authorized security bodies inform each other of changes in the national legislation, policies, and practices of their states in the field of protecting classified information.
Disputes arising in the interpretation, application, or implementation of the agreement are resolved exclusively through consultations or negotiations. Recourse to a national or international court or to a third party for their resolution is not permitted.
After the discussion, the document was put to a vote and adopted in the first reading.
