Azerbaijan among the safest countries in the world - Global Terrorism Index 2026 report

Azerbaijan has been included in the list of the safest countries in the world according to the latest ranking of states by the level of terrorist threat presented by the Global Terrorism Index 2026 (GTI).

The list of countries with the highest terrorist activity and threat level includes:

Pakistan (8.574)

Burkina Faso (8.324)

Niger (7.816)

In this ranking, Syria (7.38) took 6th place, Israel (6.79) — 10th, Afghanistan (6.678) — 11th, India (6.428) — 13th, Russia (5.593) — 17th, Iran (5.477) — 18th, the United States (4.521) — 28th, Germany (4.447) — 29th, France (3.224) — 35th, Turkey (3.212) — 36th, China (1.311) — 54th, Switzerland (0.749) — 67th, the UAE (0.749) — 68th, Georgia (0.506) — 77th, and Armenia (0.483) placed 81st.

According to last year's report, Azerbaijan held the 90th position with an index of "0.233." In 2026, the country moved up three places to 93rd with an index of "0.123." Thus, Azerbaijan has solidified its status as one of the safest countries in the world in terms of terrorist threats (on a ranking scale from 1 to 100, where a lower index indicates greater safety).

As evident from international reports, despite being located in an extremely sensitive and complex geopolitical region with high risks of terrorist provocations on religious, political, and ethnic grounds, Azerbaijan has achieved a high level of internal security. This has been made possible through successful domestic and foreign policies that ensure stability and development, as well as the effective work of security agencies in countering terrorism. As President of Azerbaijan Ilham Aliyev emphasizes, issues of security and stability must remain the number one priority on any country's agenda, as without them, all other efforts lose meaning.

The Global Terrorism Index rankings are calculated based on data regarding terrorist acts, the number of deaths, the severity of consequences, hostage-taking, the effectiveness of counter-terrorism efforts, the quality of crime investigations, and numerous other indicators. GTI reports, periodically published by the Institute for Economics and Peace (IEP), serve as an important reference resource for the United Nations, the Organisation for Economic Co-operation and Development (OECD), the World Bank, and other international organizations and academic institutions. These data are also a key factor considered by foreign investors when investing capital in the economic infrastructure of countries.
