Azerbaijan introduces compensation for customs clearance expenses for exporters – DETAILS

Under the decree of the President of Azerbaijan “On additional measures to support the export of non-oil and gas products” of June 16, 2026, entrepreneurs will be provided with state compensation for expenses related to the customs clearance of export shipments.

As 1news.az has learned, according to the document, the state will compensate customs clearance expenses incurred in the export of non-oil and gas products of Azerbaijani origin by micro, small, and medium-sized business entities.

At the same time, the Azerbaijani origin of the goods will be confirmed by a certificate of origin.

As a result of the introduction of the new support mechanism, the state will compensate part of the customs clearance expenses only for non-oil and gas products that have actually been exported. The amount of compensation will depend on the rates of customs fees applied according to the customs value of the goods. In addition, a maximum amount of compensation will be established for each export declaration.

Furthermore, throughout the duration of the support program, the customs fees charged for customs control, customs escort, and storage of non-oil and gas goods intended for export will not be increased.

Compensation will be accrued for export operations carried out from September 1, 2026, to September 30, 2031.

Compensation will be paid quarterly on the basis of the exporter’s application and the documents submitted by them. Funds will be calculated only in respect of goods placed under the export customs procedure and actually taken out of the country, after which the compensation will be transferred by the Ministry of Economy of Azerbaijan based on the results of the relevant quarter.

In connection with the introduction of the compensation support mechanism, normative legal acts regulating the following issues will be adopted:

- the list of non-oil and gas products to which the state support mechanism will apply;

- the list of countries (or groups of countries) for exports to which the compensation mechanism will be applied;

- the maximum amount of compensation provided under the support mechanism;

- the procedure for submitting applications for compensation and their review;

- the list of export operations to which the support mechanism will not apply;

- the list of persons not entitled to receive compensation.

It is expected that the introduction of this mechanism will reduce the export costs of micro, small, and medium-sized enterprises, expand their opportunities to enter foreign markets, and also contribute to increasing the volume of non-oil and gas exports and strengthening Azerbaijan’s export potential.
