Azerbaijan Cabinet of Ministers Approves Rules for Informing Population About Threats of Nuclear and Other Weapons of Mass Destruction

Baku, March 6 — 1news.az. The Cabinet of Ministers of Azerbaijan has adopted a resolution approving the "Rules for Educating and Informing the Population on Preventive and Safety Measures in Connection with the Possible Threat of the Use of Nuclear and Other Weapons of Mass Destruction." The document was signed by Prime Minister Ali Asadov and is dated March 6, 2026 (Resolution No. 67).

The resolution was adopted in fulfillment of clause 2.1 of Presidential Decree No. 744 of the President of the Republic of Azerbaijan dated October 15, 2025, "On Approval of the Action Plan for Population Protection and Implementation of Preventive and Protective Measures to Prevent Threats That May Arise from the Possible Use of Nuclear and Other Weapons of Mass Destruction."

Population Education

According to the rules, educating the population on prevention and safety issues related to the possible threat of the use of weapons of mass destruction includes two key areas: training in the use of personal and medical protective equipment, and familiarization with behavioral guidelines under such threats.

To achieve these goals, state bodies, local self-government bodies, and other legal entities, regardless of their form of ownership, are required to organize: public lectures, seminars, and conferences with the participation of relevant specialists; publication of thematic materials in periodicals and distribution of memos and brochures on protection rules in emergency situations; mobile exhibitions dedicated to this topic; equipping premises, corridors, and workplaces with visual aids and posters; dissemination of photo and video materials on activities in emergency zones; and development and publication of video materials and programs on nuclear and other threats in the media. Non-profit organizations, such as public associations and foundations, may also be involved in educational activities.

Informing the Population in Case of Threat

The rules also regulate the procedure for promptly informing citizens in the event of a direct threat. Immediate notification of the population through mass media and telecommunications is stipulated. Additionally, citizens must be provided with comprehensive information about the type of threat, affected territories, initial behavioral guidelines, locations of civil defense facilities, safe evacuation routes, assembly points, as well as medical and psychological assistance centers.

A separate provision mandates the regular communication of complete and objective information to the population about the consequences of incidents, measures taken to mitigate them, and the current situation.

The resolution has been published on the official website of the Cabinet of Ministers of the Republic of Azerbaijan.
