Cabinet of ministers of Azerbaijan approves unified procedure for financing NGOs from state budget
The corresponding resolution No. 188 of June 22, 2026, was signed by Prime Minister Ali Asadov.
The document was adopted in implementation of paragraph 4.3 of the decree of the President of Azerbaijan No. 560 of December 29, 2025, on improving the activities of the Agency for State Support of NGOs.
According to the approved Rule, all types of financing of nongovernmental organizations — through competition and outside competition, including state orders and subsidies — will be carried out on the principle of a "single window" jointly with the Agency for State Support of NGOs. This applies to funds allocated by donor structures: organizations providing grants to legal entities and individuals and municipalities, the Youth Fund, the Agency for the Development of Small and Medium-Sized Businesses, as well as the Agency for Social Services under the Ministry of Labor and Social Protection of the Population.
Coordination will be carried out through the information system "State Support of Nongovernmental Organizations," operating on the basis of the "Electronic Government Information System." The owner and operator of the system is the Agency for State Support of NGOs. Through it, information exchange, requests, appeals, as well as the signing of contracts and other documents with an enhanced electronic signature will take place.
The Rule provides for three types of grant competitions — small, large, and travel grant. The upper limit for a small grant is set at 30,000 manats, and for a travel grant — 15,000 manats. The lower limit of a large grant is 30,000 manats, and its upper limit is determined separately for each competition. Within one calendar year, one organization may receive funding for only one project per donor, with the exception of travel grants.
Project examination is conducted in three stages — technical examination, evaluation by an involved group of experts, and final evaluation, with 30 days allocated for each. Evaluation is carried out on a 100-point system. Only organizations that have undergone state registration in Azerbaijan may be financed; funds are transferred in manats to the bank account of the NGO.
The resolution stipulates that until the information system begins functioning, the relevant procedures will be carried out directly by the Agency for State Support of NGOs.
