Bloomberg: EU to tighten oversight of ChatGPT and Roblox

In August, OpenAI's ChatGPT and the gaming platform Roblox will receive the status of "very large online platforms" in the European Union and will fall under the strictest content moderation rules.

The measure will take effect because both companies have exceeded the monthly threshold of 45 million users from EU countries. After that, the special VLOP status under the Digital Services Act (DSA) begins to apply to them, but the decision to assign it must be made by the European Commission.

The Digital Services Act requires all social networks and search engines to curb the spread of illegal and harmful content.

Platforms with VLOP status, which already include Meta Platforms and Elon Musk's social network X, face additional obligations: they must submit transparency reports, present risk mitigation plans, and pay an annual fee to the European Commission. For violating these rules, companies face a fine of up to 6% of their annual worldwide turnover.

Since 2022, when the DSA came into force, the European Commission has launched more than a dozen investigations against online platforms. These rules have caused discontent in the administration of the U.S. president, which has accused the EU of censorship against American companies.
