Card-to-Card under a limit: what will happen to charitable fundraising?

Azerbaijan has begun implementing new rules and restrictions on card-to-card transfers (Card-to-Card / C2C).

Like any innovation, these changes have also caused a wide resonance and numerous questions among the population. One of the most sensitive topics has been the fate of charitable fundraising.

Citizens who find themselves in difficult life situations repeatedly contact the editorial office — seriously ill people and their relatives, for whom card-to-card transfers are a vitally important tool for raising funds for treatment and surgeries.

Citizens are concerned with the main question: how will the limits affect charitable fundraising? Is it possible, when opening a bank account or applying for a card, to indicate its intended purpose (raising funds for treatment) and obtain an exemption from the current restrictions? And are financial institutions ready to take an individual approach to such situations?

For official clarifications, the editorial office turned to the Azerbaijan Banks Association (ABA).

In response to our inquiry, the ABA explained that citizens have the opportunity to resolve this issue on an individual basis:

“In this regard, citizens may apply to the bank, and the banks, having studied the issue, may reconsider this limit,” the Azerbaijan Banks Association stated.

Thus, persons who need to raise funds for medical needs are advised to personally submit an application to their servicing bank, providing the relevant supporting documents, for individual consideration and a possible increase or removal of the established limits.
