Israel proposes relocating oil refinery from Haifa to the south
The Fuel and Gas Authority of Israel's Ministry of Energy has published a strategic study defining the needs of the country's fuel sector through 2040.
According to the study, in order to strengthen energy security and taking into account the experience of recent wars, it is recommended that independent oil refining capacity be maintained within the country. At the same time, it is proposed to relocate the BAZN refinery from Haifa to the south and create a hybrid facility there.
The cost of the relocation is estimated at approximately $5–6 billion. It is proposed that revenues from the carbon emissions tax, which amount to about $9 billion, be used as the source of financing.
Energy Minister Eli Cohen noted that, despite attacks on strategic facilities during the war, no shortage of resources was recorded.
According to him, the new strategy covers all links in the fuel chain, including imports, ports, storage, transportation, and refining within the country.
