U.S. State Department: Azerbaijan meets fiscal transparency requirements
Azerbaijan meets the fiscal transparency requirements of the U.S. State Department.
As Report informs citing the State Department, this was stated in the agency's "2026 Fiscal Transparency Report."
The report emphasized that the department conducted an annual review of the minimum requirements of fiscal transparency, holding consultations with other relevant federal agencies, and updated the criteria of the annual assessment. The department assessed the fiscal transparency of 139 governments (and the Palestinian Authority) identified in the "2014 Fiscal Transparency Report," determined whether each government met the minimum requirements, and evaluated whether the governments that did not meet the minimum requirements of fiscal transparency had made significant progress in fulfilling those requirements during the review period from January 1 to December 31, 2025.
The report states that in conducting the 2026 review, the department took into account information received from U.S. embassies and consulates, other U.S. government agencies, international organizations, and civil society organizations. In assessing whether governments meet the basic minimum requirements of fiscal transparency to ensure meaningful public participation in budget processes, the department recognized that the specific circumstances of governments differ. The U.S. State Department confirmed that, along with Azerbaijan, the minimum requirements of fiscal transparency are met by Albania, Argentina, Armenia, the Bahamas, Benin, Bosnia and Herzegovina, Botswana, Brazil, Bulgaria, Burkina Faso, Cabo Verde, Chile, Colombia, Costa Rica, Côte d'Ivoire, Croatia, Czechia, El Salvador, Estonia, Fiji, Georgia, Ghana, Greece, Guatemala, Guyana, Honduras, Hungary, India, Indonesia, Israel, Jamaica, Jordan, Kazakhstan, Kenya, Kosovo, Kyrgyzstan, Latvia, Lithuania, Malaysia, Malta, Mauritania, Mauritius, Mexico, Micronesia (Federated States of), Moldova, Montenegro, Morocco, Namibia, Nepal, North Macedonia, Panama, Paraguay, Peru, the Philippines, Poland, Portugal, Romania, Rwanda, Serbia, Singapore, Seychelles, Slovakia, Slovenia, South Africa, Sri Lanka, Thailand, Timor-Leste, Trinidad and Tobago, Tunisia, Türkiye, Uganda, and Uruguay.
