Armenia is changing its army model
The government of Armenia intends to transition to a professional army and increase the involvement of women in the armed forces.
At the next session of the government, the issue of approving the five-year program will be discussed.
The government's approach regarding the Armed Forces is presented in the program as follows:
"The Armed Forces are a reserve instrument for ensuring external security in the event that political and diplomatic means aimed at ensuring external security and their application have not worked. The Armed Forces of the Republic of Armenia must not be used outside the internationally recognized territory of the Republic of Armenia (with the exception of participation in international peacekeeping missions on the basis of international treaties) and must serve exclusively the tasks of protecting the internationally recognized territory of the Republic of Armenia.
Accordingly, the government will ensure the technological and cultural transformation of the Armed Forces, as well as a consistent transition to a professional army, raising the country's level of defense capability through the expansion and diversification of military and military-technical cooperation. The equipment of the Armed Forces, armaments, and logistical support will grow, including through the development of the capabilities of Armenia's military-industrial complex. In this direction, the following reforms will be ensured:
A consistent transition to a professional army by creating more favorable conditions for attracting contract (professional) service members, including through the introduction of new systems of military education, combat training, remuneration, career, promotion, recruitment and management of human resources, reserve, moral-psychological support, and social guarantees. Special attention will be paid to the involvement of women in the Armed Forces.
The development of the capabilities of the Armed Forces will be carried out, ensuring the readiness of the system of leadership and management of the Armed Forces, their staffing with armaments and military equipment, human, logistical, and support resources, the improvement of planning and other systems, as a result of which the correspondence of the goals, tasks, and capabilities of the Armed Forces will be ensured.
A new system of manning the regular forces will be introduced, as well as of the operational, professional, and strategic reserve of permanent combat readiness.
Military educational institutions will be brought into line with the standards of advanced Western countries, centers of excellence will be created, and a coherent, independent national system of military education in the field of defense will be formed.
The system of long-term defense procurement from local producers will be improved in accordance with the future needs of the Armed Forces, the production of ammunition and military equipment will be localized together with foreign partners, and capabilities will be created in the Armed Forces for the maintenance, repair, and modernization of existing models of military equipment.
