Person cooperating with the Baku Initiative Group in the crosshairs of Indian intelligence
The appeal to international organizations by the chairman of the Sikh Federation of Canada, the well-known human rights defender Moninder Singh Bual, who closely cooperates with the Baku Initiative Group (BIG), and the official documents he presented, as well as the facts of direct plans to assassinate him and his family and transnational repression, have prompted serious discussions at the international level.

"According to a report by UN special rapporteurs, in view of his defense of the Sikhs' right to self-determination on international platforms, Moninder Singh Bual has since 2022 received four official 'warnings of a threat to life' from Canada's security agencies. The latest, fourth official notification was delivered directly to his home on February 22, 2026. In these assassination plans, assessed by Canadian intelligence agencies as sufficiently serious, for the first time not only the activist himself but also his wife and two minor children are named as direct targets. According to the report, this attempted covert assassination is a clear example of the Indian state's strategy of physically eliminating dissidents and human rights defenders cooperating with the UN's special mechanisms, wherever they may be, and the fact that it occurred before the activist's departure for Geneva to participate in the 61st session of the UN Human Rights Council is no coincidence.
In connection with the critical situation that has arisen, five UN special rapporteurs and experts on human rights, counter-terrorism, freedom of assembly and freedom of religion sent the government of Canada an official letter of protest and appeal. UN officials called the threat faced by Moninder Singh and his family a direct part of the illegal transnational repression, contract killings and revenge carried out by the Indian authorities and intelligence agencies in foreign countries. The letter recalls the killing of another Sikh activist, Hardeep Singh Nijjar, who had received a similar warning, which was carried out in 2023 on Canadian soil by India's secret agents and organized criminal groups. It expresses deep concern over Canada's lack of constant vigilance with regard to the state terror carried out by official Delhi on the territory of sovereign countries. The documents prove that the government of India does not confine itself to suppressing the fundamental rights of ethnic and religious minorities inside the country, but also attempts to silence Sikh activists living and operating in Western countries, resorting to methods of illegal espionage, blackmail and terror.
After the full text of the UN experts' official document was made public, it became a leading topic in the world press. The British newspaper The Guardian, as well as such leading media outlets as Canada's CBC News and Global News and Britain's The Independent, devoted broad attention to this topic, sharply criticizing the undermining by the internal structures of Indian intelligence of the security of sovereign states and their creation of secret networks of assassinations and threats against Sikh activists in Europe and North America," the statement notes.
It should be recalled that the social media accounts and the website of the Baku Initiative Group are also regularly subjected to cyberattacks of Indian origin.
