New "State Audit" system will increase transparency in the use of state funds - DETAILS

The President of Azerbaijan has signed a decree on the creation of the "State Audit" information system.

According to the document, a new electronic system will be created in Azerbaijan — the "State Audit" information system (DAİS), which provides for the electronic exchange of financial documents and data using digital technologies.

This was reported on his page on the social network Facebook by a member of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship, deputy Vugar Bayramov, who noted that the main goal of creating the new system is the introduction of electronic external audit and a further increase in the transparency of the use of state funds.

Bayramov emphasizes that one of the main recommendations of international organizations, in particular the International Organization of Supreme Audit Institutions (İNTOSAİ), is conducting an information technology audit: "The lack of digitalization and integration of a number of financial data did not allow the Chamber of Accounts to apply this type of audit. At the same time, İNTOSAİ, within the framework of professional development, unequivocally notes the need to go beyond traditional legal, economic and accounting knowledge, as well as to master electronic data processing methods."

Speaking about the opportunities the new system will provide, the deputy notes the following: "DAİS is unequivocally aimed at ensuring more efficient use of state funds. The creation of the system will make it possible to introduce information technology audit in Azerbaijan. In 2025, in 75% of the 48 measures carried out by the Chamber of Accounts (43 audits and 5 analytical measures), cases of violation of budget legislation were revealed. A similar situation was observed with regard to identifying shortcomings in the management of budget funds — such violations were revealed in 75% of the measures carried out. In more than 74% of the audits carried out, cases of violation of the requirements of regulatory legal acts in the field of public procurement were revealed. One of the main reasons for this is the absence of a fully formed integrated electronic financial system. The creation of the new system will make it possible to strengthen external financial control, which, in turn, will increase the transparency of the use of state funds."

Vugar Bayramov notes that, according to the assessment of the Chamber of Accounts, in more than 51% of public procurements in Azerbaijan the difference between the estimated cost of the procurement and the price offered by the winning company exceeded 20%: "This is considered an important issue from the point of view of the effective use of state funds and ensuring transparency. In this regard, the integration and digitalization of public procurement, as well as the use of artificial intelligence, become even more relevant."

"The creation of the new audit system is assessed as a new stage in increasing the efficiency of the use of state funds. This means the formation of a more transparent and accountable system of state finances," the deputy sums up.
