State Enterprises of Azerbaijan to Report to New Monitoring Agency under Ministry of Finance
The Ministry of Finance of Azerbaijan has approved the reporting forms that state enterprises and public legal entities are required to submit as part of a new financial monitoring mechanism.
It should be noted that, in accordance with Presidential Decree No. 570 dated December 29, 2025, the State Enterprises Monitoring Agency has been established under the Ministry of Finance. Starting from April of this year, the agency will begin monitoring budget projects, forecasts, and budgets of state companies and public legal entities, as well as analyzing their performance indicators.
The Ministry of Finance's collegial decision has approved the data and report forms that state companies and public legal entities must submit to the agency. These include budget indicators, monthly and quarterly financial reports, and annual forecast data.
During the monitoring process, budget parameters and their implementation levels, financial indicators across specific areas of activity, as well as expenditures by functional purpose and nature, will be reviewed.
Additionally, using advanced assessment tools from international financial organizations, the efficiency indicators of state enterprises will be analyzed, along with the potential impact of identified fiscal risks on other enterprises and state finances—including the state budget, extra-budgetary state funds, and public debt.
The Ministry of Finance will report quarterly on the results of monitoring and analysis to the head of state.
It is expected that the new mechanism will increase the profitability of state enterprises, improve the accounting and reporting system, reduce their dependence on state budget resources, and enable the early identification of obligations that may arise for the state budget and extra-budgetary funds in the medium and long term.
